They could also chase down satellites to clean out orbiting garbage.

They are going to run into the chicken-and-the-egg problem with this.
The satellite to be refueled needs to be designed to work with the
tanker satellite; but no one is going to build a satellite like that
till the tanker is in service.
The smiley faces are a bit odd on a serious proposal.
