This story is seriously flawed. The arrangement reached is for a crew of
four. A downsizing from the original plans.

By no means. They are aiming to install life support for long-term
habitation by 6.

They just say that they won't necessarily jump from 3 to 6 right away.

True, but I would still bet my last paycheck that the ISS will never see a
crew of 6 permanently.
