Default void in universe-- evidence for inflaton?

I was reading this article

http://www.nrao.edu/pr/2007/coldspot/

about a very empty void about 1 billion light years wide.
Background radiation measurements suggest it's empty
even of cold gas and dark matter. Could this suggest
this is evidence of a region of low energy in
the inflaton? Maybe it was just enough to inflate the
space but not enough to make the matter (inflation
happened but no reheating)
