It has not been established that debt is necessarily bad, and it's not
recognized as a strong indicator of the state of an economy.

I believe the IMF and World bank allows 4-5 % debt max for countries. Even the US got warning few times in the past to control it's debt when stepped over the limit, other wise it's credit rating suffers.
