So, once again, yourself and most others have no intentions of
constructively
contributing or much less researching on behalf of anything pertaining

to these
space elevators or of their tether?

OK, back 'On Topic' then. First you gotta hang a Skyhook. But there is a
caveat. Such a project requires a workforce of Sky Pixies that in terms
of sheer numbers, would detract from their primary contract of ferrying
EM radiation throughout the Solar System. It would also detract from
their contract of carrying gravity from the Sun to the planets and from
the planets to their moons er, Pl'oons. Thus the Sky Pixies Union Local
101 will not consider allocating a workforce to the proposed Skyhook
project.
Furthermore, the counterpoise Tether, in order to
possess the required tensile strength, would require bundled and braided
Pixie feathers in unobtainable quantities.

The Selene L1 already exist as that Pixi Skyhook for the lunar to
space elevator. So, other than your not believing in GSO or anything
similar, much less in 490 GPa diamond fibers, what's you're real
problem?

There's also the cool Pixi Skyhook of Venus L2 that shouldn't go to
waste.
