Default Armstrong on the Moon

My favorite photography blog has a post about 10 recently discovered
photographs. One of them is a photograph of Neil Armstrong, face fully
visible, on the Moon. It's rather rare to see a photograph of Armstrong
on the Moon, rarer still to see a lunar face that isn't obscured by the
gold sun-filter.

Note the copyright. Anyone know the back-story for this one?

Off-topic, but the entire set of recently discovered images:

The back story is that it's a restored film frame, not a still photograph.

NASA can't claim copyright.
