Calculate right ascension based on time and location?

It should be easy to calculate where to set the right ascension ring (setting
circle) on an equitoral telescope mount based on the time of day and your
location, assuming that the mount is already aligned. Does anyone know the
formula for this? Or are there any websites or software that do this?

You shouldn't "set" your RA circle. There is no need for that.

It seems you fail to understand how to use your setting circles properly.
Look at the other thread where I provide an answer how to use them
properly.
