Via multiple retaxation and those numerous hidden fees that always
adds to the end-user/consumer paying more for less, is how the feds
and oligarchs keep getting their dirty hands on our had earned loot.

Obviously the consumers are the only ones get to pay for everything,
and if you're too poor to be a retail/wholesale consumer, they simply
let you die or at best only survive at minimal life-support.

matter of definition and thus cannot be tested?

I don't see it. It is a testable hypothesis that may be true or may
be false, or is more likely somewhere in between.
