You note he doesn't include the weight of the crew shielding in all of
his plans. The radiation shielding on subs ain't light by any means, and
when you traverse that reactor compartment between the two shielded end
bulkheads, you walk as fast as you can.
What he's describing is pretty close to the canceled Project TIMBER WIND
from the late 1980's which got nailed when people considered what would
happen if something went wrong during the atomic rocket's ascent, and a
revved-up nuclear reactor fell out of the sky on an inhabited area. The
fact that the project violated some UN space treaties that the US had
signed, and the test rocket was going to come down in Antarctica, was
just frosting on the cake.
AFAIK, they never got near considering a manned version of TIMBER WIND
due to the amount of radiation the reactor would put out during ascent.
