Limited ASAT test ban treaty

The first limited nuclear test ban treaty of '63 was securely founded
on technology that could detect a detonation on land, sea or in space.
Why not negotiate an ASAT ban treaty on the same basis. Kenetic and
explosive space weapons fall into this category. Limit any 'ASBT' to
these kill types, the absense of testing can be effectively verified.

Trouble is ; in this tim, it was easy to define what is a nuke and what
isn't.

Defining an ASAT weapon is much more difficult. Does XSS count? DART?
Shuttle? Progress? FOB ICBMs?

An asat that uses an explosive or violent intercept (kenetic kill)
would be banned, not that their developement could be prevented but
testing could. An asat that makes a rendezvous would be difficult to
ban since the technique would be part of normal space operations.
