Do you understand what it said? *I suggest you go read the complete
report, paying particular attention to Page 209:

"Recertification is a process to ensure flight safety WHEN A
VEHICLE'S ACTUAL UTILIZATION EXCEEDS ITS ORIGINAL DESIGN LIFE;"

Emphasis added in the hopes that you'll actually understand something.

"Finally, recertification is but one aspect of a Service Life
Extension Program that is essential if the Shuttle is to continue
operating for another 10 to 20 years."

and the CAIB would of never existed except for columbias loss. The
mult billion dollar orbiter and according to you some low value human
lives...

So the end date of the program was mandated by the CAIB that would of
never existed if the flight was successful.

thus the colubia loss caused the end of program.............

wonder what your next argument will be?
