Default A letter to the US President for ordering certain physicalmeasurements to invalidate Relativity

Dear Mr. President,

I wish to apprise you about an interesting science and technology issue bearing on precision time keeping, deep space navigation and fundamental physics applications.

The Coordinated Universal Time (UTC) is maintained at the International Bureau of Weights and Measures (BIPM) using data from some two hundred atomic clocks in over seventy national timing laboratories (Labs) spread over the globe. Until the last decade of 20th century, leading Timing Labs used to have specialist divisions for world-wide time comparisons with portable clocks. Subsequently, these portable clock divisions were abolished with the advent of satellite-based time transfer methods. The clock comparisons that currently provide the data for the calculation of UTC are mainly carried out through satellite communications under the assumption of light speed isotropy in earth centered inertial (ECI) frame. However, the equivalence of the clock comparisons done with portable clocks and through satellite communications, has never been practically established. These Timing Labs (like NIST, USNO etc.) strive their best to achieve better than nanosecond accuracies in their local UTC. Yet, the local UTCs maintained by two different Timing Labs, separated by more than 1000 km, could show a timing mismatch of thousands of nanoseconds if ever compared with a portable precision atomic clock.

Mr. President, here I am respectfully requesting you to ask the directors of NIST and USNO to initiate the measurement of timing offsets between the master clocks at distant Timing Labs with appropriate portable atomic clocks.. I sincerely believe, for reasons discussed below, that such portable clock measurements of UTC offsets at distant Timing Labs, will enhance the accuracy of UTC, radically change the deep space navigation technology and trigger a revolution in Fundamental Physics.

Under the Relativity model, the time is no longer absolute and the speed of light propagation under vacuum conditions is assumed to be isotropic, i.e. of same constant magnitude 'c' in all directions. However, as per Newtonian notions of absolute time, the speed of light propagation could be affected by the motion of earth in our milky-way galaxy, so that the speed of light propagation will become anisotropic when observed from earth. Basically, the time maintained by all precision clocks is the Newtonian absolute time. But to support the assumption of light speed isotropy, Albert Einstein defined a relativistic time for two spatially separated clocks A and B in such a way that the time measured for a light pulse to travel from A to B must equal the time measured for the light pulse to travel from B to A. This definition formed the basis for Einstein synchronization convention or simply the 'e-synchronization' of distant clocks. The e-synchronization of two clocks A and B amounts to introduction of time offsets such that the time taken by a light pulse to propagate between A and B will be measured to be the same in both directions. If a group of identical clocks are e-synchronized then the light speed measured with such clocks will always be isotropic. Reversing the argument, if precision time of a standard atomic clock is distributed to a group of identical clocks through light (or EM) signals by assuming light speed isotropy in the ECI frame, then the time thus transferred will be relativistic time and not the absolute time.

Therefore, under the assumed isotropy of light speed, relativistic time gets distributed to the global Timing Labs through satellite communication, whereas the aim was to distribute an absolute time. The absolute synchronization offset between e-synchronized master clocks at two distant timing Labs can be physically measured with an appropriate portable clock and such measurements can in fact be used to determine the unknown absolute velocity of earth. In this regard I have recently published a paper titled, "Erroneous UTC Maintained by Timing Labs due to Mix-Up between Relativistic and Absolute Time", in Applied Physics Research journal. Currently, synchronization of remote ultra stable clocks by laser links is expected to achieve sub-nanosecond level time transfer accuracy. NASA is preparing to fly a Deep Space Atomic Clock (DSAC), as a Technology Demonstration Mission that is expected to revolutionize the way we conduct deep-space navigation by enabling a spacecraft to calculate its own timing and navigation data in real time. European Space Agency's Atomic Clock Ensemble in Space (ACES) mission aims to conduct ultra-precision tests of fundamental physics and time transfer technologies. Further advancements in One-way Laser Ranging are expected to revolutionize the ranging and deep space navigation technologies.

However, what is being missed out in all these technological advancements and ambitious projects is the fact that under assumed isotropy of light speed, we are only transferring or distributing the relativistic time and not the absolute time. Since the relativistic time thus distributed to widely separated clocks changes with change in position or velocity of these clocks, many scientists tend to believe that the inherent time displayed by the precision atomic clocks is also dependent on their position or velocity due to Relativity effects. In GPS system, the relativistic time is well managed by repeatedly updating the timing corrections and through statistical processing of data. But in deep space applications we cannot manage the relativistic time by repeatedly updating the clock synchronization corrections. While aiming to put ultra-stable and high precision atomic clocks in space vehicles and planning to introduce autonomous deep space navigation systems, we unwittingly imply the use of absolute timing system which is practically impossible under the assumption of light speed isotropy. To ensure the setting up of an absolute timing system in space, we have to ensure the transfer or distribution of absolute time to the precision atomic clocks fitted in space vehicles. But for distribution of absolute time we need to account for the anisotropy of light speed in the ECI frame. For this we need to first establish the absolute velocity of earth by measuring the time offsets between the master clocks at distant Timing Labs, as explained in my paper cited above.

I have apprised the mainstream Physics community, Director NIST and the scientists associated with UTC time keeping and deep space navigation that the assumed light speed isotropy in ECI frame is a crucial issue. This issue can be resolved through practical measurement of the absolute synchronization offsets between distant Timing Labs with appropriate portable clocks. Not only will it be of tremendous use for the prestigious projects like DSAC, ACES, One-way Laser Ranging, Time Transfer through Laser Links and accurate maintenance of UTC, it will also invalidate Einstein's theory of Relativity and trigger a revolution in Fundamental Physics. Under the prevailing paradigm, theory of Relativity is regarded as a pillar of modern physics and any mainstream physicist seen to question the validity of Relativity is immediately looked down upon and shunned as a crackpot. That is why most scientists actually concerned with measurement of such time offsets, have shown reluctance to initiate any action that may lead to the invalidation of theory of Relativity.

You are therefore, humbly requested to ask the directors of NIST and USNO to initiate the process of physical measurement of synchronization offsets of the master clocks at distant timing Labs with appropriate portable atomic clocks. I shall be extremely grateful to you for your sympathetic consideration of my request.
