$$ Any SPACE where a "wave" is CLEARLY is NOT FULLY empty.
Linguistically speaking, "through [ CLEARLY, OTHERwise ] empty space".
[But any SPACE where PROPAGATiON is CLEARLY *going on* ..isN'T empty].
[And any SPACE light PROPAGATiON is CLEARLY "going through", neither].

It may help if you consider electromagnetic waves to be their own
medium. Electric component using the magnetic as its medium and vis
