Increasingly, it appears that the cost is in launch & delivery and
operations. The cost of the probe itself is becoming small enough that the
larger universities could build them.


As the probes get smaller, you can send more in a single launch. IIRC
SMART-1 was launched along with two other satellites on an Ariane V.

If they could get probes small enough to send out 4 or 5 on a single
launch, that'd decrease it more.
