Civil service rules don't allow that. It would require an act of
Congress (unlikely to happen).


Did not Congress pass a law, about a year ago, allowing NASA to offer
incentives e.g. higher salaries or other perks to attract talent?


They may have, but I don't think that applied to senior management
(particularly appointed positions).
