Quite competently stated, Rand.

I hope we can get a few to listen. O'Keefe started his time with NASA
being threatened at his confirmation hearing with everything short of
mayhem if he ever touched a dime of Goddard's money. The Senator who did
that will probably not be reading your article, and she's still the norm
for those in Congress who pay attention to Space to any extent. Then we
have those like my Senator, Wyden. Perhaps something can be done if they
will allow markets to work, as they haven't in the past. A long road,
given the general hostility to letting control over the cache (and cash)
of Space slip from their fingers.
