It is also made evident (same URL) that

but only when "any astronomer" is totally legless.

Unless by "Earth" he means a couple of bags of John Innes no 3

Complaints about what? Is it offensive, racist, illegal, a threat to
national security, or libellous (those aren't mutually exclusive but
they are good grounds for getting a site closed down).
Merely being nonsensical isn't enough, thank goodness.
