Default If Elektron works.

If Elektron works, can it supply all of the O2 needs from waste water,
thereby adding some what, 200lb of extra cargo per progress, or is
it not quite up to that (if it works at all)

From past status reports, it seems like a fully functional Elektron can
completely meet the needs of a 3 man crew, without running at it's
highest current setting. They tend to switch to a higher current mode
when there is a visiting crew.

I have a vague memory that on Mir they would sometimes use bottled O2
in favor of the Elektron (even when it was working), in order to have
more water for other purposes. Whether this could apply on ISS probably
depends on the shuttle schedule.

Also, I'm pretty sure every progress has some air and O2 tanks (for
contingencies), and obviously it makes sense to use this up before
discarding the progress. AFAIK, aside from refilling the tanks in Pirs,
O2 and air from progress is released directly into ISS, not transferred
to storage tanks onboard.

STATUS REPORT: SS05-045" in Message-ID:
, we learn:

"The crew activated the repaired Elektron oxygen generator this week.
The Elektron, which extracts oxygen from water, was put into service
early Monday."
