I think it's worse than that. I think they THINK they know what they're
doing. It's along the lines of:

"If we get just enough people interested in space, our budget will go back
to its Apollo highs"
"Look a space movie, let's hype it to get people interested in space"
"People like the movie, therefore our budget will go up."

Of course this syllogism is broken in so many ways.
