Default Russia and France propose a joined manned Martian mission

The same old scammers are at it again. The Russians want to dupe the
Europeans into paying for their manned Mars mission (compare Klipper)
and the French want to trick the other European nations into paying for
their Mars mission. Obviously the first two persons to set foot on Mars
would be a Russian and a Frenchman.

Obviously, it's never going to happen. The other EU countries will
never agree to pay for this and there would be permanent bickering over
who would set foot on Mars first.
