A "Blue moon" is the second full moon within the same calendar month. Being
the lunar month or synodic month (eg - new moon to new moon) is about 29.53
days that does not happen very often hence the phrase "once in a blue moon".
Just to point out the obvious you could not have a blue moon in February as
it is only 28 (or 29 in a leap year) days long.

Responses should go after trimmed quotes; see newsgroup FAQ at http://www.
astunit.com/faq/uksciastrofaq.htm, A5.

That's one version (of Blue Moon); there is at least one other :- see
SkyPub at URL:http://www.skypub.com/sights/moonplanets/9905bluemoon.html
which explains that a Blue Moon is the third Full Moon in a season which
contains four (7 times in 19 years; see URL:http://www.merlyn.demon.co.uk
/heb-date.htm#Heb The Hebrew Calendar), and so on 20-23 Feb/May/Aug/Nov.

IIRC, one can have a "Dave" Blue Moon in both January and March; but check
that - I think it occurred in 1999 (for the UK).

March is probably less likely than January to have a Blue Moon, though GC
might beg to differ.
