Pretty handy concept...frying the electronics of the thing you just
blew up.

Hey... it's the only way to be sure. ;-)
Joking aside, this would let you use a TOW as a dual-purpose
weapon...you could hit a tank with it or fire it into a enemy
installation to destroy its electronics via the EMP effect without
needing to change its design in any way.
I would guess that around 95% of the RPG-7's ever fired in combat were
never aimed at a armored vehicle, but simply for their explosive effect
on impact, hollow-charge warhead or not.

Well, that's why they only let the military build codes, rather
than electronics, though.
Since the real engineers invented the Laser Beams, C++, and
Holograms,
since it's the simplest way, to destroy electronics of any type:
even RPGs,
Any tlhey built Drones, since it's the simplest way to destroy
missiles
of type: even the CIA.
And they build Pv Cells, Mudslicks, Cruise Missiles, GPS, Drygas,
and
On-Line Publishing: since it's the simplest way to destroy tanks
of any type.
