And, since said sanctions were in place because of Saddam's refusal to keep

If there was any moral failing involving sanctions, it was with those who
willingly assisted Saddam, which includes the UN for refusing to enforce its
resolutions. This explains a lot about why Russia, France and Germany did
not support doing the right thing and fulfill the UN resolutions, since they
had been trading with him, in clear violation of UN sanctions. Fortunately,
the United States, Britain and a few other countries were willing to take
over when the UN blew it.

NASA could better spend that money right here by helping make America abetter law abiding society.

The US govt should first clean up the problems here in America before it goes spending billions of dollars on Pluto. LOL

If NASA spent the money any way other than authorized by Congress, it would
be breaking the law. Do you advocate breaking the law in order to get others
to abide by the law?
