Are you using an old download saved from a previous install, or have you
done a fresh download. I found I had problems with incomplete downloads of
CDC catalogs until I started using GetRight download manager.

You could try joining the skycharts-discussion group on yahoo. This allows
you to write directly to Patrick Chevalley - though searching their messages
first may help.
