Yes, these are valid logical consequences of the postulates of Einstein's special relativity. The "observer who is at rest with respect to the clock" can be called stationary. Accordingly, the "frame of reference in which the clock is not at rest" will be the moving system, e.g. a spaceship.

Other valid logical consequences of the postulates:

According to observers in the spaceship, the rate of spaceship's clocks is greatest, which also means that the rate of aging in the spaceship is greatest. Moving observers see themselves aging faster that stationary observers (the Einstein cult has been teaching the opposite for more than a century)..

Is this ASYMMETRIC time dilation (fraudulently "deduced" by Einstein in 1905) a valid result in special relativity? No. It follows logically from Einstein's 1905 postulates that, if two clocks are in relative motion, either clock is slower than the other as judged from the other clock's system, or either clock is faster than the other as judged from the clock's own system (SYMMETRIC time dilation). Then why does Brian Greene abuse logic and teach the non sequitur? Because symmetric time dilation (the valid deduction) doesn't, but asymmetric time dilation (the non sequitur) does imply TIME TRAVEL INTO THE FUTURE - the miracle (idiocy) that converted Einstein into a deity:
