Question re Molniya comm support for ISS-RS

What is this reference to Molniya communications support? Is there an
ISS-to-Molniya comm link, or is it a
ground-station-to-Molniya-to-other-ground-station link?

HQ NASA Space Station On-Orbit Status 10 Aug 2003 -- All ISS systems
continue to function nominally, except as noted previously or below. Sunday
rest day. ........

The Russian Molniya satellite is again providing several hours of
one-string command and telemetry capability today and yesterday, after two
days of unavailability.
