Well latest new is 7 or 8 flightsa max, at 2 per year.

No need for this capability

the flights will probably be at max weight limits.

nasa has inertia, it takes time to kill stuff

The new carriers will *make* them max weight flights. Without them,
there's not enough places in the cargo bay to mount things going to
the ISS. There's only so much room in an MPLM.

Resupply flights tend to max out volume before mass. The
Truss/Photovoltaic assembly flights are the real heavyweights.

Something else to keep in mind is that having things outside of the
MPLM on a non-pressurized carrier makes it that much easier to move
during EVAs and by the RMS to the station's exterior for storage, or
installation.

I believe that the new carrier could not be carried in the payload bay
at the same time as an MPLM.

one should look long and hard before buying anything for the shuttle
when they are considering downsizing the program futher, with bush not
minding if it never flew again...
