Default NORAD tracks Santa - 2003

In re St. Nicolas of Myrna, the ancestor of the Santa legend, and his visit
this night:

(From the Archives of the Secretary of State, the Lunar & Lagrangian
Federation, the following extract:

By virtue of the Power vested in me as President of the Lunar & Lagrangian
Federation, in accordance with the Treaty of Amity between the Federation
and the United States of America, Santa Claus is permitted, on the night of
December 24, between 1900 hours Washington DC Time (GMT -5 per the Time
Treaty of 1883) and 0700 hours on December 25, to enter the Airspace above
the Surface of Luna and the Space surrounding the Earth-Moon Lagrangian
Points L4 & L5 for the purpose of giving Christmas Presents to the children
of the Lunar & Lagrangian Federation, without let or hindrance in his
journey.

Likewise, in accordance with the Treaty of Amity between the Federation and
the Russian Federation (including the successor states of the former Union
of Soviet Socialist Republics), Santa (in his Russian identity as
Grandfather Frost) is permitted to enter Lunar & Lagrangian Space between
0001 & 2400 hours Moscow Time (GMT +4), January 6, for the purpose of giving
Christmas Presents to the children of the Russian People in residence in the
Federation.

Dr Stockton, I am unfamiliar with the time zones in the former Soviet Union;
I am only guessing where Moskva is on the Grid. Either way, Grandfather
Frost makes his appearance throughout the Russian Federation on January 6,
the sixth day of the first month of winter. (And thus makes his appearance
in New Petrograd on that day as well.)

-3 hours according to my maps of time zones.

Either way, Grandfather
