literaly means "minimally acceptable".

looking at the mount I'd say this is aimed at observatories. given this
i'd say it is entierly possible these telescopes could compete with
star instruments. if quality is comparable (and the optic set is
ritchey) you should expect it to cost at least $30 000 for the set.
