Yes, but it's already most of the way to orbit by then and coasting.
The Shavit is a peppy solid rocket and burns out in ca. three minutes,
not farther out than around Crete. So who's going to object? Or do
much about it?

It would be interesting to find out if Israel issued warning notices
for the stage splashes in the Med.
