ULA knew they brought an expendable to a reusable fight and decided to wait it out, hoping the Musk will over-extend himself between his many interests (and upcoming divorce). Competing and losing at this juncture would catapault Musk into a much higher profile than not. Quietly waiting in the wings and looking for a mis-step avoids that. It has its own attendant risks, but does avoid the obvious for now.

The difficulty with all these folks is that they are not appreciating the multi-dimensional nature of change as we approach the singularity. Manufacturing for example is being reinvented at the same time AI is coming to dominate in design operations logistics, at the same time... you name it... changes. This creates huge new opportunities going forward, that will challenge all. Of course in a closed market with high barriers to entry, execs might convince themselves they are immune. However, the degree these isolated markets are successful the greater the risk that all who participate in them will become obsolete together.
