Default CATS Profit and competition

In an efficent market the lowest cost provider
prices his wares just below the next lowest cost provider.

In the space launch business the top tier pricing is set by the large
aerospace companies like Lockmart etc...

The low cost providers like the Russians and China price their
products just below the levels set by the big aerospace co's.

What happens to the market when peoeple with deep pockets come along
and try to open up space to more opertunities by lowering the cost of
access?
I'm thinking of SpaceX, Blueoval, Bigalow Aerospace , Beal, Kisstler
etc...

Will this cause the Russians and China to match prices?
