That doesn't seem to describe 'Capitalism'; after all, the government
didn't 'sell' us a new station. How about:

Capitalism: No one builds a space station until the cost to orbit drops
90%, then they build a hotel, an industrial park, an engineering grad
school, a fuel depot, a lunar settlement, ...........
