And as Webb kept pointing out in response, it was the official policy of
both the Administration and Congress that "pre-eminence" in space was the
goal, and that this required advancing on a broad front, not favoring the
lunar landing above all else. This policy wasn't something JFK alone had
created, and it wasn't something he could just brush aside; to change it,
he had to get other people to buy into a revised version first.

Clearly, there was a fundamental conflict between the space pre-eminence
policy and JFK's budget priorities, which was going to have to be resolved
sooner or later, but JFK never got around to doing that.

Pre-eminence started to slip when LBJ, as one of his first presidential
decisions on space, postponed funding for a nuclear-rocket flight test
pending a specific mission requirement... indirectly serving notice that
post-Apollo continuation of the broad advance was no longer assured. And
it died when Congress -- much altered by substantial turnover in the 1966
mid-term elections -- gutted NASA's post-Apollo plans in summer 1967.
