Although not as sexy as going to Mars, developing relatively cheap
($100 per pound) launch strateges is more likely to get us there
eventually.
A "Rocket Engine Developement Initiative" would be the first step.
The axiom would be "Waste any thing but money" with the corolary
"Time is money". Given the 1000/1 cost of a shuttle launch relative
to the energy equivalent cost of fuel, an inexpensive, inefficient,
engine should be the aim of the program.
