Default Crew Launch Vehicle to Launch From LC-40 ?

Found this little snippet on Flight International today (excuse the wordwrap):

Rumour has it, PorkLauncher 1B will at least be test flown from LC-40.
The same article mentions that changes will be required to the VAB,
Crawlers etc...

Of course, extending the crawlerway across the river could be a
challenge *grin*

Not according to this week's AvLeak. That one says NASA is leaning
toward using LC-39. Test launches will be from an existing MLP and Pad
A with only minor modifications. Post-Shuttle, they'll implement major
changes, with new or heavily rebuilt MLPs (they haven't yet decided if
the umbilical tower will be on the MLP or on the pad). Eventually, all
four VAB High Bays will be in use... two for the Crew Launch Vehicle
and two for the Cargo Launch Vehicle. Presumably, that means at least
one new MLP will be designed and built (since NASA only has three
today.)
