Default MEX MOI Delta v

I see from several articles, eg.
http://www.spacedaily.com/news/marsexpress-03n.html

That there is an aparent velocity change from 11 Km/s to 9 Km/s in the MOI.

From what I read other places Mars has an escape velocity of 5.03 Km/s. This

seems a bit funny. I guess the first number is in a sun coordinate system.
Does anyone here knows the local coordinate numbers (hopefully smaller)?
