The Zvezda main thrusters had a certified lifetime of one year, which
expired in 2001. Also, Progress blocks those thrusters.

Well, not exactly. First off, the ISS "thrusters" are not too useful
for reboost. They are mainly used for attitude control, but are not
particularly useful for orbital changes.

Are you forgetting Zvezda's twin 300-kgf reboost engines?

Maybe RLV rocket engines are certified for restarts, but the main

Zvezda engines are good for one year, and that's it.

Keep repeating that; maybe you'll convince yourself, if no one else.

The reboost engines are rated for 250 firings or 25,000 sec on-time,
whichever comes first.

I suspect that you are confusing the thrusters with the main Zvezda
engines, which are permanently mothballed.
