Could be. In Ancient Times, the cosmonauts were seconded to the GRU.

OTOH, what restrictions are there on ISSonauts wrt receiving requests
from their government to take pictures of whatever?

The cameras on ISS don't have the ability to take images showing anything
more than a major city; with no details of what is within that city.

How do you know this?


Have a look at the pictures taken by the astronauts - and the television
images - no detail at all. They can barely take pictures of the eye of a
massive hurricane/cyclone, let alone anything of military significance.

Unless, of course, someone is suggesting 'hidden' cameras on some module or
another; but I doubt anyone other than a CT would be stupid/obsessed enough
to say that.

Not to mention the fact that spysats also orbit the Earth at a much
lower altitude ~120 miles or so, also a 32"/800mm lenses wouldn't give
you the resolution of a modern spysay either.

Not of military significance. It would have to show details not otherwise
obtainable. As has been pointed out, ISS is too high to be of any real use
for military reconaisance purposes.
