No, it doesn't. Design changes mean new parts, manufacturing changes,
etc, no matter how sloppy you are about change control and testing.
Why would you change something that works?


They started work on the digital flight control system back in 1993 and
it first flew in 2010. How much of that was the Russians being careful
and how much of that was limited by development money and engineering
challenges, I do not know.

In the US, we sometimes do it because of parts obsolescence. Russia
doesn't have that problem.


It would not surprise me if they had a similar problem with their old
analog flight control system. I suspect sourcing parts for the analog
system, dating back to the first Soyuz launches, was becoming
problematic, even for Russia.
