XSS-11 orbital parameters -- SECRET

Looks like the DoD isn't going to release the
orbital parameters of XSS-11 on its 'technology
development' space mission. Maybe we can ask
the space trackers in Moscow and Beijing what
they are seeing? grin

Just what the Chinese have in the way of autonomous
space surveillance capabilities remains unclear,
though they have recently activated a tracking
center.
