Default OT, but a spooky concept

As I recall the cold war-winning effect of the cruise missile, it was
the HINT to the
paranoid commies that every Delikat-Essen panel truck was a weapon
aimed at them.
We didn't actually have to build any.

One of the important aspects of the MX merry-go-round was making sure
that they
were NOT hidden, so the evil commies would be scared, but not so much
that they
launched a general nuclear war.

I don't think we need to go into the potential for maximum scaredness
for the
maximum number of people.

It's more of a "Al Qaeada? Can you afford a freighter? If so, we have a
delivery system for your suitcase nukes."

Al Qaeda then puts them on a common shipping freighter and they launch
from offshore. Might work, if they do it right. But I'm not about to say
what they need to do to "do it right".
