Hint: To make an economic go of it, they're going to make it look
like NASA is waste a LOT of money. People are going to ask themselves
why we should fund NASA when private enterprise is doing the job. The
space side of NASA will shrink down to the current size and budget of
the remnant of NACA that is currently a tiny part of NASA.

What bureaucracy wouldn't try to protect itself from that?

I guess if your supposed speculation were reality, then none.

But NACA wasn't successful preventing itself from being replaced by
NASA either.
