I guess

if space is expanding - if gravitons move at the speed of light - if
photons have a decrease of energy because space is expanding -
gravitons could have a decrease of energy and there would be less
gravity force

if space is expanding - if gravitons move at an almost infinite speed
- gravitons would not have a decrease of energy
