Commercial use of SRB

Has there been any thought to using the shuttle SRB as the first stage
of a commercial launcher? Put the launcher on a converted oil drilling
barge in Mobile, take it out into the Gulf of Mexico and launch.

I would expect that most commercial plans would consider it too
dangerous and expensive.
