UTC TIME STEP
on the 1st of July 2012


A positive leap second will be introduced at the end of June 2012.
The sequence of dates of the UTC second markers will be:

2012 June 30, 23h 59m 59s
2012 June 30, 23h 59m 60s
2012 July 1, 0h 0m 0s

The difference between UTC and the International Atomic Time TAI is:

from 2009 January 1, 0h UTC, to 2012 July 1 0h UTC : UTC-TAI = - 34s
from 2012 July 1, 0h UTC, until further notice : UTC-TAI = - 35s

Leap seconds can be introduced in UTC at the end of the months of December
or June, depending on the evolution of UT1-TAI. Bulletin C is mailed every
six months, either to announce a time step in UTC or to confirm that there
will be no time step at the next possible date.

This year it is different,February 29th represents the only proper use
of seconds as a reflection of an orbital adjustment from the point of
view that the Earth has completed 4 orbital circuits at the end of Mar
1st 2012 so that with the extra 24 hours of rotation,and a day/night
cycle,the next cycle will finish close enough to 6 AM Mar 1st 2013.

who try to force through a belief that a leap correction is a
rotational trait.With the once in a lifetime transit of Venus coming

this nonsense of a 'leap second' linked to stellar circumpolar motion.

How many rotations are enclosed in 4 orbital circuits Sam ?,you are
always honest enough to present 1465 rotations which makes
understanding a leap day correction impossible.The thing about it is
that nobody else in incensed at the sheer nonsense that is being
dumped on their kids at school where not even the leap day correction
is explained properly in terms of the relationship between the number
of rotations to 1 orbital circuit.

What must it take to believe that there are 1465 rotations in 1461
days ? -

"The Earth spins on its axis about 366 and 1/4 times each year, but
there are only 365 and 1/4 days per year." Goddard Space Flight Center

The great astronomers in antiquity could keep their seasonal
festivals pinned to the number of days in a year (rotations in an
orbital circuit) by adding an extra day after every 4th year/orbital
circuit yet here we are 2500 years later after the first written
account of the necessary leap correction was instituted and not a
single person is horrified at what contemporaries force themselves to
believe.

"..., that all the Egyptian festivals, now celebrated in winter, shall
not be celebrated some time or other in summer, on account of the
procession of the rising of the Divine Sothis by one day in the course
of 4 years, and other festivals celebrated in the summer, in this
country, shall not be celebrated in winter, as has occasionally
occurred in past times, therefore it shall be, that the year of 360
days and the 5 days added to their end, so one day as feast of
[Pharoah and family] be from this day after every 4 years added to the
5 epagomenae before the new year, whereby all men shall learn, that
what was a little defective in the order as regards the seasons and
the year, as also the opinions which are contained in the rules of the
learned on the heavenly orbits, are now corrected and improved "
Canopus decree 235 BC

I could understand the reluctance to accept 1461 rotations in 1461
days if the reasoning which leads to the February 29th correction was
in any way difficult but it is not an is a joy to behold where the
1461 days/4 orbital circuits transfer to 1461 days/4 years in such a
smooth and enjoyable manner.

Hatred is limited to the working of the mind,those of genuine feeling
for the celestial arena and the great hearts and minds who made their
home there are expansive so why shouldn't I explain the ins and outs
of the calendar cycle and the correction of Feb 29th in dynamical
terms in an era which won't or can't.This era is the one of imaging
power and not the mechanical era of the late 17th century and the
great astronomy the clockwork solar system of Ra/Dec obscured will
eventually return to light up the minds and hearts of humanity once
more.

You are right. 365 and 1/4 days in a year, whether or not they are
viewed as rotations of the Earth, quite simply lead to the need for an
extra day every four years to keep the calendar with the seasons.

But it is the reasoning that leads to the *Equation of Time* which
becomes inordinately difficult if one does not use the stellar
circumpolar period as that of Earth's fundamental rotation. It is
these more subtle parts of astronomy that move us to the view you
decry.

There is no way a reasonable person could bear falsehood at a level
where there is a rejection of one 24 hour rotation as it equates to a
day/night cycle, and keeping in tandem with the total of 1461
rotations enclosing 4 orbital circuits which reduces to its natural
format of 365 1/4 rotations to 1 orbital circuit.Why would anyone in
their right mind reject something as old and as graceful as the
February 29th leap day correction where the correspondence between
1461 days and 4 years transfers to 1461 rotations in 4 orbital
circuits for something as horrible an inexplicable as 1465 rotations
in 4 years !.

Why would people knowingly ignore the astronomically relevant leap day
correction which allows the convenience of a 6 hour orbital drift year
on year in non leap years and picks it up with an extra day/night
cycle after 4 years of 365 rotations/days.Are people so intent to
create an imbalance between a 24 hour rotation and a day/night cycle
that they would have that there are 4 extra rotations in 4 years that
they can't account for or what science fiction madness drives people
to assume that this isn't important !.

The men who created the error in the late 17th century are not to be
blamed up to a point,it was a simple error that anyone could make if
they weren't familiar with the balance of 1461 days with 4 circuits of
the Earth around the Sun and especially through the leap day
correction which sows all the pieces together but this is actually the
21st century and people are not supposed to act as they have done.

The nuisances are thrilled with their stupidity and that is fine,those
who should know better are dealing with something so awful that it
does take all my strength to believe in the goodness of my fellow men
when none can be found,at least not presently.
