Early on, speculation was that it was an error in the guidance software,
but that's the last I heard of it.
The long wait for the analysis doesn't exactly reassure me about the
mission not having a covert military aspect.

....Actually, it was released about 30 years ago. Google on "Michael
Crichton" and "Andromeda Strain".

Nothing would convince you that there isn't a covert military aspect
as well as a conspiracy by the Adminstration to cover up who
manufactured the inks used to print the label plates on the battery
handling and installation fixtures.
