has this issue effected the schedule?

imagine ending the program on a terrible note. Shuttle destroyed
because worker error, caused by cocaine.

Lost vehicle and crew

If this happened and nasa identified the worker could they be
criminally charged for the deaths?

I seriously DONT want this to occur just wonder?
