Satellite ToolKit www.stk.com is available as a 30-day evaluation. I know
it's not free, but it is good (if rather complicated for the beginner)
software..

Track, yes -- control, no.

For tracking software, follow the links on this page. Some is freeware,
some is shareware.

It's fairly obvious why satellite control software is not made available
to the public.
