Which would have played out anyway: you can bet the USSR would keep
listening, and recording. Which means if if NASA were smart, they'd be
covertly listening and recording too. After all, if the USSR published

I'm assuming that "Close down communications" simply means that, after a
certain point, neither Houston nor the crew would initiate
voice communications unless they had something important to say. That
is, no comm checks, no status checks, no housekeeping messages, no
personal messages, etc.

I see no reason why controllers wouldn't continue to monitor the
spacecraft just in case something changed, e.g., the crew's situation
changed and/or they required information or assistance.

Not publicly. Had the USSR had done that, it would have been condemned
by the entire world. They'd likely have lost the cold war with a single,
ill-conceived press release. The world today has become so jaded and
divided that I doubt the phenomenon could happen today, but back then
the world really was united by the moon landing. Apollo 13 as well. It
seemed like people related to them as representatives of humanity in
these cases, not of a single nation or ideology.

P.S. I think Dave was right about NASA monitoring in case the astronauts
needed/ wanted to contact them. The medical and other telemetry would
have continued as well, I'm sure.

Publishing information without attribution is pretty easy. Posting an
audio tape to a newspaper without a return address is a simple method.
That's often the preferable method when the origin of the story might
overshadow the story itself. Lots of people had radio telescopes,
could have come from anywhere.
